Description of instructions for inspection, testing, and delivery of gas turbine air intake filters and the new standard for turbomachinery
In the Fifth National Filtration Conference, held at the Niroo Research Institute by Iran Filtech and attended by industry professionals in the fields of electricity, energy, oil, and gas, Ali Isapour, the Director General of the Office of Technology and Indigenous Development at the Thermal Power Plants Holding Company, emphasized the compilation of instructions for inspection, testing, and delivery of air intake filters for gas turbines of power plants. He stated that the quality of air intake to gas turbines plays a crucial role in improving performance and efficiency. Compilation of this guideline, given its sensitivity and the diversity of geographical conditions across the country that can significantly impact the performance of gas turbines, was carried out following extensive investigations and studies, and ultimately, the guideline was notified for implementation.

He also mentioned some things related to the localization of equipment in the power plant industry. From 2016 to the present, the Thermal Power Plants Holding Company has domestically manufactured 825000 parts and equipment with 2500 billion Tomans, resulting in a 60% reduction in costs. He also stated that although both the Thermal Power Plants Holding Company and the Niroo Research Institute are separate organizations, they cooperate and overlap with each other in terms of compilation instructions such as instructions for inspection, testing, and delivery of air filters.
Isapour also introduced the “Namaniro” system, which is designed to prevent redundant actions and register domestically manufactured equipment and parts. By referring to this system, individuals can access information about the existence and characteristics of manufactured equipment and parts. Additionally, information on existing knowledge-based companies and research projects is also available in this system.
He also clarified that by Articles 12 and 26 of the Executive Regulations of the Tendering Law, in 2017, the task of preparing long lists of manufacturers and contractors was assigned to the Thermal Power Plants Holding Company. In this regard, the Qualification Evaluation Council was formed within this company with five members. This council must prepare long lists of manufacturers and contractors. All major repair operations were divided into 11 divisions and the list of contractors for each division was specified. Additionally, 23 lists were prepared for manufacturers in the manufacturing sector.
Isapour added: “Issuing certificates of compliance with standards is another task of the Qualification Evaluation Council. One of the reasons why such certificates have not been issued for power plant equipment so far is the lack of sufficient reference laboratories in the country. Fortunately, there is now a reference laboratory in the field of filtration in the Isfahan Science and Technology Town. Based on this, the issuance of these certificates will soon begin.”
Mojtaba Saadatpour, the director of the Filtration Laboratory at the Isfahan Science and Technology Town and a member of the scientific committee of Iran Filtech, also addressed the newly issued instruction. While explaining the technical and specialized aspects of this instruction and the proposed standards for testing the air filters of gas turbines, he pointed out the issue of using new and updated standards such as ISO 29461. Considering the importance of this topic, a specialized workshop on new standards for turbomachinery was held by Torsten Stoffel, the production manager of Hengst Company, Germany.
